Community Outreach
A major undertaking such as this demands active and open communication between Rhode Island Energy and the state’s residents, businesses, community groups, and town officials. To accomplish that, we’re launching a number of communication efforts and a variety of ways for the public to receive information and interact with us.
Throughout the project, RIE will offer the public a series of opportunities to connect with our project team to learn more and ask questions about the work taking place in your community.

M13L14 Reliability Upgrade Project

Dear Neighbor:
As part of Rhode Island Energy’s ongoing M13/L14 transmission line upgrade project, we want to inform you of upcoming work that will involve the use of a helicopter beginning in early December. This work, like other work, will come in stages with helicopters utilized for roughly one week in December, January, February and March, respectively.
The project, which has been underway for some time, runs along the right-of-way (ROW) from the Rhode Island/Massachusetts border through Canonicus Substation (Hooper Street, Tiverton) to Dexter Substation (Freeborn Street, Portsmouth). To complete upcoming phases safely and efficiently, a helicopter will be used to transport materials and assist crews with line installation. The approved landing zones are located at 516 Anthony Rd and Old Boyd Lane South in Portsmouth. The helicopter will undertake the Sakonnet River crossing wire pull, and AGS unit installation across the entire line.

We recognize that helicopter activity may be more noticeable, and we appreciate your patience and understanding as we complete this important work to strengthen and modernize the electric system in your community. The hours we plan on flying are from 8 a.m. to 3 p.m. Monday through Friday.
